It has been my long time understanding that any Baha'i is free to forward a
request for elucidation on any topic to the Universal House of Justice.
On several occasions, I have done so, and have received considered replies
which have answered the questions I had at the time. Additionally, we are
free to forward suggestions to our National Spiritual Assembly. I recently
did so and received excellent information that was not available except from
the National Assembly.
I do want to note that the replies one receives are not necessarily
"from the body" --they may be written under its guidance by a staff
person--however, it is written on their behalf.....also, the reply may not be
what we want to hear!!!
