Baha'u'llah stated that it's solar years. He said that this 1000 years
should be understood as "19 months of 19 days each according to the
Bayan." That quote is in the letter "The Dispensation of Baha'u'llah," in
the middle of the book "The World Order of Baha'u'llah," by Shoghi
Effendi.
